Treasury Issues New OFAC License for Russian Oil Cargoes Loaded by April 17

Treasury action allows limited handling of preloaded Russian-origin crude and petroleum shipments through May 16

On Friday, the U.S. Treasury Department’s Office of Foreign Assets Control (OFAC) issued a new general license authorizing the sale, delivery, and offloading of Russian-origin crude oil and petroleum products loaded onto vessels by April 17, 2026.

General License 134B covers transactions ordinarily incident and necessary to handle those cargoes if they were loaded on or before 12:01 a.m. ET on April 17, the OFAC said in the statement. The authorization remains in effect through 12:01 a.m. EDT on May 16, 2026.

OFAC said General License 134B replaces and supersedes General License 134A, which was dated March 19, 2026, and expired on April 11, 2026.

The license covers a range of support activities tied to those shipments. The document says that includes safe docking and anchoring of vessels, protecting crew health and safety, emergency repairs, and environmental mitigation or protection work. It also authorizes related services such as vessel management, crewing, bunkering, piloting, registration, flagging, insurance, classification, and salvage.

The notice says that the crude oil and petroleum products affected include shipments from companies that are sanctioned under the Russian Harmful Foreign Activities Sanctions Regulations and the Ukraine-Russia-Related Sanctions Regulations.

The authorization does not apply to transactions involving individuals located in or organized under the laws of Iran, North Korea, Cuba, the covered regions of Ukraine defined by Executive Order 14065, or the Crimea region of Ukraine defined by Executive Order 13685. It also excludes entities owned or controlled by those individuals or operating in joint ventures with them.

OFAC also said the license only permits transactions specifically referenced in the document and does not permit other transactions barred under executive orders or sanctions rules, including prohibited dealings involving Iran, the Government of Iran, or Iranian-origin goods or services, except as authorized under the license.
