Senate Blocks GOP Stopgap; Shutdown to Extend Into Tuesday

A 52–42 procedural vote fell short of 60, prolonging the shutdown into Tuesday.

The Senate on Monday, Oct. 6, 2025, failed to advance a Republican stopgap bill to keep the government funded through Nov. 21, leaving the shutdown in place into Tuesday. The motion to proceed fell 52–42, short of the 60 votes needed to move forward.

The bill would have funded agencies during negotiations for a short while, but both sides of senators held back votes to pass the procedural hurdle. With funding having lapsed, affected agencies will remain closed and many federal employees will not be paid until a deal is reached.

President Donald Trump blamed Democrats for the impasse and urged an immediate reopening. “Democrats have SHUT DOWN the United States Government… and it should not have happened,” he wrote, adding that he was willing to discuss health policy “but first they must allow our Government to re-open.” His comments were posted on Truth Social.

Democrats pushed back on Trump’s suggestion that active health-care negotiations with the White House are underway. Minority Leader Chuck Schumer said the claim “isn’t true,” while signaling openness to serious talks. “If he’s finally ready to work with Democrats, we’ll be at the table,” Schumer said in a statement.

The path ahead still runs through the Senate’s 60-vote threshold and a divided House. Leaders in both parties face rising pressure to craft a bipartisan plan that can reopen the government and address policy disputes without further disruption.
