    Nepal’s Chief Whips Reject House Dissolution, Urge Immediate Parliament Session

    Party chief whips call the dissolution move undemocratic and contrary to constitutional norms, urging debate inside elected institutions.

    The chief whips of Nepal’s parliamentary parties representing major political forces have strongly objected to the statement issued by the President’s Office last night regarding the dissolution of the House of Representatives. In their response, they described the move as unconstitutional, undemocratic, and contrary to the spirit of the constitution.

    Paying tribute to those who lost their lives during the demonstrations organized by Gen Z groups on Bhadra 23 and 24, and expressing wishes for the treatment and speedy recovery of the injured, the statement calls on the relevant authorities to investigate the incident and take legal action against those responsible. However, the leaders expressed disagreement with the President’s Office’s claim that the House of Representatives was dissolved on the night of Bhadra 27. They alleged that there was an attempt to bypass parliament and form a government from the streets—an act they say undermines democracy and the constitution—and that this was the basis for the dissolution. The statement reads: “The steps taken in defiance of the democracy earned through the long struggle and sacrifice of the Nepali people, and the federal democratic republican constitution promulgated by the Constituent Assembly, cannot be accepted under any circumstances.”

    Citing Article 76, Sub-article (7) of the constitution, along with Supreme Court precedents and constitutional traditions, the leaders stated that the decision to dissolve parliament undermines public opinion and attacks constitutional supremacy. The chief whips have called for an immediate session of parliament and urged the creation of an environment in which the demands of the protesting groups can be addressed by elected institutions themselves.

    The leaders who signed the joint statement include Nepali Congress Chief Whip Shyamkumar Ghimire, CPN-UML’s Mahesh Kumar Bartaula, CPN-Maoist Centre’s Hitraj Pande, CPN-Unified Socialist’s Metmani Chaudhary, Democratic Socialist Party Nepal’s Ramprakash Chaudhary, Janata Samajbadi Party Chief Whip Birendraprasad Mahato, Nagarik Unmukti Party Chairperson Ranjita Shrestha, and Janmat Party Chief Whip Anita Devi.
