    “My deep concerns are that the EO demands rapid AI expansion with little to no guardrails and breaks. It also contains the threat of withholding federal funds from states who regulate AI, which is an absolute threat to federalism…”

    Greene, drawing on her background in construction, detailed how data centers—central to AI infrastructure—consume massive amounts of water daily. She warned these facilities will worsen ongoing “water wars” between southeastern states, including Georgia, Tennessee, Alabama, and Florida.

    “Data centers are like black holes when it comes to water requirements. They consume massive amounts of water for cooling—literally millions of gallons per day.”

    Environmental and Legal Alarms

    Greene warned of a domino effect of lawsuits between counties and states competing for AI investment and struggling to maintain water supplies. She also expressed concern over how fast-tracking AI could mimic authoritarian models, saying:

    “Competing with China does not mean become like China by threatening state rights, replacing human jobs on mass scale, and creating potentially devastating effects on our environment and critical water supply.”
