Ukrainian President Volodymyr Zelenskyy said Sunday that Ukraine’s intelligence agencies obtained documents prepared for Russian President Vladimir Putin showing that public dissatisfaction with Putin is rising and that support for Russia’s ruling party is falling ahead of September parliamentary elections.
Zelenskyy made the claim in a post on X, saying Ukrainian intelligence had assessed Russia’s internal situation and secured documents that reach Putin’s desk.
“We understand that Putin rarely receives information that is entirely truthful and unvarnished,” Zelenskyy said. He said even those filtered documents pointed to real political pressure building inside Russia.
According to Zelenskyy, the documents referenced “projected indicators” of Russian dissatisfaction with Putin that he said show no sign of reversing. He said Putin is being conditioned to accept that the trend “will not plateau” before September.

Zelenskyy said support for Russia’s ruling party is on a steady downward trend, which he said would demand a substantially higher degree of electoral manipulation. The same reports showed protests spreading across Russian regions, he said.
He said Ukrainian officials believe those reports do not yet account for events that could occur in June, July and August.
Zelenskyy said pressure on Russia over the war would continue and intensify. He said Russia had responded to all public and private peace proposals only with words about continuing the war.
“The internal situation in Russia should convince him of the opposite: that peace is needed,” Zelenskyy said.
He said Ukraine is seeking negotiations for “a dignified peace” and warned that if trends hold, Russia may have to send a different leader to the table.
