Ukraine to Open Volyn Archives in Push to Reset Poland Ties

Zelenskyy unveils five-step plan covering exhumation permits, diplomacy, and expanded dialogue with Warsaw

Ukraine will open all Security Service and Foreign Intelligence Service archives on the 20th-century Volyn tragedy, President Volodymyr Zelenskyy said Friday, one of five steps agreed at a meeting on relations with Poland.

Ukraine will also grant a substantial number of permits for search and exhumation work, Zelenskyy said on X. Both sides must ensure greater capacity to carry out that work together, he said.

The meeting produced agreement on decisions along the diplomatic track and discussion of possible formats for expanding dialogue between Ukrainian and Polish societies.

Zelenskyy said he agreed with Oleksandr Alfyorov, head of the Ukrainian Institute of National Remembrance, to expand the institute’s capabilities. Alfyorov will prepare comprehensive proposals, and Zelenskyy asked government officials and the competent Verkhovna Rada committee to consider increasing financial and other support for the institute.

Zelenskyy framed the effort around regional security. All of Europe needs good-neighborly, equal and mutually beneficial relations built on respect, he said, and today’s security challenges can only be addressed through cooperation among the free nations of the region.

Poland provided significant support to Ukraine after the start of Russia’s full-scale invasion, Zelenskyy said, adding that defending Ukraine’s independence directly strengthens Poland’s independence.
