Ukraine Says Drones, Neptune Missiles Hit Russian Propellant Plant

Kyiv says the Kamensky Combine supplies propellant for Uragan, Smerch and Tornado-S rocket systems

Ukraine’s military said its forces struck a Russian plant that makes solid rocket propellant in the Rostov region during the night of Oct. 31, using attack drones and Neptune missiles.

The target was the Kamensky Combine, a defense-industrial enterprise in the city of Kamensk-Shakhtinsky, the General Staff of the Armed Forces of Ukraine said in a post on X. Missile troops from the Ukrainian navy fired the Neptunes, a coastal missile system, as part of the combined attack.

The military reported a fire in the warehouse where the plant keeps its finished products. Four production workshops took damage too. None of it could be independently verified.

According to the military, the propellant goes into munitions for Russia’s Uragan, Smerch and Tornado-S multiple launch rocket systems. Some missile systems and air-launched weapons depend on it as well.

Hitting that production, the military argued, cuts into the Russian army’s ability to fire rocket barrages at Ukrainian towns and villages.

Ukraine also claimed hits on four Russian army depots used for materiel and supplies. Khartsyzk and Dokuchaievsk in the Donetsk region made the list, and so did Novovasylivka in Zaporizhzhia. The last is near Novoaidar in Luhansk.

The General Staff called the strikes self-defense, citing Article 51 of the U.N. Charter. The military said it’ll keep working to weaken Russia’s military and economic power to force Moscow to stop the war.
