Russian drones struck a combined heat and power plant in Kyiv overnight, and the attacks knocked out electricity in the Dnipro and Kyiv regions, President Volodymyr Zelenskyy said.
Around 200,000 households in Dnipro and the surrounding region had no power. More than 80,000 others in the Kyiv region were also without electricity, he wrote in a post on X.
Four electrical substations in the Dnipro region were hit in a single night, according to the post. Russia also attacked a gas distribution facility in the region.
In the early morning, a Russian drone struck another combined heat and power plant in Shostka. Railway infrastructure in Dnipro and Kharkiv was also hit.
The strikes have made electricity supplies difficult across Ukraine’s regions, the president wrote. Repair crews were dealing with the aftermath and doing all they could to bring power back.
Zelenskyy accused Russia of deliberately targeting civilian infrastructure every day. He urged those who want to stop Russian escalation from spreading further into Europe to help Ukraine through sanctions on Russia and new support packages.
“Strong steps that will really lead toward peace are needed.”
Ukraine has also asked for an emergency meeting of the U.N. Security Council after Russian missile and drone attacks on Oct. 29, Foreign Minister Andrii Sybiha said in a separate post on X.
Those strikes killed at least 20 people and wounded more than 80, including children, Sybiha wrote. Residential buildings, civilian infrastructure and railway facilities came under attack.
The attacks reached Dnipro, Chernihiv, Kremenchuk and Kyiv. Their scale showed that “no part of Ukraine is beyond the reach of Russia’s terror,” he wrote.
Sybiha called the strikes another flagrant violation of international law and the U.N. Charter. He accused Russia of using its permanent seat on the Security Council to keep the body from carrying out its mandate.
Each new attack should bring a stronger international response rather than more familiar statements, according to the foreign minister. He said Ukraine needs more air defense and called for greater pressure and tougher sanctions on Russia.
The casualty, damage and outage figures in both posts could not be independently verified.
