All European Union member states have agreed to open the first cluster of accession negotiations with Ukraine and Moldova, European Council President Antonio Costa said Friday.
The talks will formally begin at the first Intergovernmental Conference on Monday, when the bloc opens the cluster on fundamentals, which Costa called the backbone of the accession process.
That cluster covers the core values and principles the EU is built on, from the rule of law to strong democratic institutions, according to Costa.
He said the decision recognizes the determination, courage and hard work both countries have shown in advancing reforms, even in the face of immense challenges.

He said closer ties between the nations strengthen peace, security and prosperity across the continent, and described a larger EU as a shared interest at a time of growing uncertainty.
Costa called enlargement one of the EU’s biggest success stories and the bloc’s best investment in its future.
Ukrainian President Volodymyr Zelenskyy thanked EU partners and every leader personally for what he called a “strong step for the sake of Europe.”
Ukraine is defending itself and, in doing so, all of Europe, he said. He called the opening of the first cluster significant political and moral support for the country and its people.
Ukraine is doing what is necessary and the EU is keeping its word, Zelenskyy said. He also congratulated Moldova, calling it a step the two countries are taking together.
