Kushner Sets Out Five Goals for European Security Plan

Witkoff and Kushner lay out the objectives ahead of the first U.S.–Ukraine–Russia trilateral since February.

Jared Kushner said he and Special Envoy Steve Witkoff are working on a broader European security architecture, built around five goals that include permanent security consultations and reliable crisis communications.

Kushner wrote on X that President Donald Trump advanced the discussion earlier with several European leaders. The aim, he said, is a structure that can help create the conditions for lasting peace.

The post followed work this week in Brussels with Ukraine, NATO and European partners. Kushner used the post to lay out the objectives guiding the discussions.

Europe and Russia have spent more than 30 years trying, and failing, to establish a security framework that holds, he wrote. Mistrust is deep, the security concerns compete, and the war has been devastating. Kushner called the challenge extraordinarily difficult, and essential to lasting peace.

Five Goals

One goal is to keep security consultations going on a permanent basis. Another is reliable communications in a crisis. A third is greater transparency around military activity.

The goals also include reciprocal measures to reduce the risk of escalation, and an enduring framework for long-term security and stability in Europe.

Kushner said the objective is practical arrangements that address the security concerns of all sides. They should lower the risk of a future conflict and make the security environment more stable and predictable.

Sovereignty and NATO

Every nation’s sovereignty, territorial integrity and independent decision-making must be fully respected under any arrangement, Kushner wrote. Each country would keep authority over its own security and alliances.

Nor would any country hold a veto over another’s sovereign choices, he wrote. NATO stays central to Europe’s collective defense. The initiative, Kushner wrote, would build on the institutions and commitments already in place.

Next Week in Abu Dhabi

Consultations will continue through the Shell Bay format with Ukraine, NATO, the European Union and European partners, Kushner said. Engagement will expand so other relevant views are heard, and Russia will also be engaged as part of the peace negotiations.

Next week in Abu Dhabi, the United States will convene the first trilateral peace discussions with Ukraine and Russia since February. Kushner said all parties are preparing intensely for substantive talks.

Washington will consult closely with its European partners on the sidelines. If those talks move forward, he said, the goal is a broader multilateral format that brings the Europeans in directly.

The ideas are still taking shape, and Kushner invited thoughtful input on them. Ending the war, he wrote, depends in part on getting that structure right and moving toward conditions for a durable peace.
