KYIV, Ukraine — Ukraine and Finland signed seven agreements Thursday with a combined potential value of almost €300 million, Ukraine’s government said.
The documents were completed during a Kyiv business forum attended by Ukrainian President Volodymyr Zelenskyy, Finnish Prime Minister Petteri Orpo and Ukrainian Prime Minister Sergii Koretskyi.
In an X post, Zelenskyy said the countries would increase Ukraine’s use of Finnish satellite capabilities. He also pointed to additional locomotives and energy equipment, along with money to defend energy infrastructure.
Some of the planned work remains preliminary. The Ukrainian Cabinet said drone makers were exploring joint production in Finland. Employers’ associations intend to form an industrial council, while another project concerns factory-built housing.
One signed agreement provides 10 Dv12 diesel locomotives and spare parts to Ukraine’s state railway, Ukrzaliznytsia. The Cabinet said Finland would be the first country to donate locomotives to the railway.
Orpo also announced €5 million for the Ukraine Energy Support Fund at a news conference with Zelenskyy. He said the donation was meant to reinforce energy resilience as Russia continues its attacks on Ukrainian infrastructure.
The talks also touched on mobile shelters and ways to protect critical infrastructure. Koretskyi invited Finland to join Ukraine’s War Risk Insurance Fund.
Ukraine’s government did not provide a breakdown of the package’s value or dates for the proposed industrial projects.
