US to Mediate Ukraine-Russia Talks in Abu Dhabi, Witkoff Says

Working-level negotiations are set for Nov. 10-11, after Brussels meetings this week on security guarantees for Ukraine

WASHINGTON — The United States will mediate working-level talks between Ukraine and Russia in Abu Dhabi on Nov. 10-11, U.S. Special Envoy Steve Witkoff said Monday in a post on X.

“The United States will mediate working-level negotiations between Ukraine and Russia on November 10–11 in Abu Dhabi, advancing President Trump’s mission to end the war.”

Witkoff wrote: “Discussions will focus on post-war security arrangements, de-escalation, humanitarian efforts, and next steps toward peace.”

Witkoff and Jared Kushner are expected to lead the U.S. team in Abu Dhabi, a senior U.S. official told Reuters. Russian President Vladimir Putin agreed to a fresh round of trilateral talks after meeting Witkoff in St. Petersburg two weeks ago, the official said.

Brussels meetings come first

American negotiators will be in Brussels this week, before Abu Dhabi. They will meet representatives from France, Germany, the United Kingdom, the European Union and NATO, Witkoff said.

“Additionally, American negotiators will meet this week in Brussels with representatives from France, Germany, the United Kingdom, the EU, and NATO to discuss security guarantees for Ukraine, Europe’s post-war security architecture, and economic opportunities to support Ukraine’s reconstruction,” he wrote.

The Brussels talks will cover Ukraine’s security guarantees, Europe’s future security framework and economic support for Ukraine’s reconstruction, the senior U.S. official told Reuters.

“We look forward to building on the progress made in Kyiv, Oslo, and St. Petersburg toward a comprehensive, durable peace agreement that delivers lasting security for generations to come,” Witkoff said.

The last U.S.-mediated peace talks took place in February, before the United States and Israel launched a war against Iran, Reuters reported. Kyiv and Moscow remain far apart on the terms of any deal, and President Donald Trump has lately pressed Ukraine harder to reach one, according to Reuters.
