Governor Youngkin Orders Investigation into Alleged School-Funded Abortions in Fairfax County

Governor’s directive follows report alleging Fairfax schools funded abortions for minors without parental consent.

Governor Glenn Youngkin has instructed the Virginia State Police to launch a criminal investigation into allegations that Fairfax County Public Schools (FCPS) facilitated abortions for minors without parental consent and may have used public funds to cover the costs. The directive followed the release of an official statement from the Governor’s Office on Wednesday.

“I am deeply concerned with the allegations that Fairfax County Public Schools officials arranged for minors to get abortions without parental consent and may have misused public funds to pay for them. I am directing the Virginia State Police Bureau of Criminal Investigation to open a full criminal investigation into the matter immediately.”
    — Governor Glenn Youngkin

    Background of the Allegations

The controversy began with a report published on Walter Curt’s Substack, WC Dispatch, which alleged that FCPS staff facilitated and funded abortions for minors without parental consent, potentially using public funds. The report cited a whistleblower — an FCPS teacher — who claimed to have contacted county officials seven times to raise concerns and provided emails and documents supporting the allegations.

According to the report, one email dated August 12, 2025, allegedly showed an FCPS lawyer asking the teacher to turn over all evidence and keep the matter confidential “to ensure the integrity of the case.”

In response to media inquiries, FCPS stated that the allegations, if proven true, would be “unacceptable.” The district said it has engaged an external investigator to determine the facts and pledged to take appropriate action. FCPS emphasized that it was not aware of such incidents prior to the report and is cooperating with the investigation.

Details from the WC Dispatch Report

The WC Dispatch report described the whistleblower as providing extensive information to FCPS officials months before the district made its first public statement in August 2025. The publication alleged that outside counsel Mary McGowan was retained to manage the investigation and that communications to the whistleblower stressed confidentiality. The report linked this approach to previous controversies in which FCPS faced criticism for its handling of sensitive matters, including special education disputes, public records battles, Title IX cases, delayed National Merit notifications, and athletic recruiting violations.

While the WC Dispatch framed these actions as part of a broader pattern of institutional self-protection, the allegations remain unverified. No criminal charges have been filed, and both the Virginia State Police and FCPS’s internal review are ongoing.

    Current Status

As of publication, the allegations are based solely on the whistleblower’s account and the WC Dispatch report. State and internal investigations are in progress to determine whether any laws were broken or policies violated. Fairfax County Public Schools has not released the scope or findings of its internal review, and law enforcement officials have not provided a timeline for their work.

Virginia Times has requested comment from Fairfax County Public Schools beyond its public statement; no additional response was received before this article was published.
