U.S. envoy Steve Witkoff said the United States held talks in Paris with European partners and a Ukrainian delegation to push forward President Donald Trump’s peace plan for Ukraine, describing what he called “significant progress” on security guarantees and an economic “prosperity plan.
Witkoff said the U.S. delegation included Jared Kushner, Gen. Alex Grynkewich, Ambassador Charles Kushner and White House adviser Josh Gruenbaum. He said meetings included French President Emmanuel Macron and Ukrainian President Volodymyr Zelenskyy, and that discussions with the Ukrainian delegation would continue into the evening and the following day.
European partners, Ukraine and the United States also backed a framework for security guarantees tied to any ceasefire. In a statement , the Coalition of the Willing said Ukraine’s ability to defend itself is central to Ukraine’s future security and broader Euro-Atlantic security, and that any settlement must be supported by “robust security guarantees.”
The Coalition said it is willing to make legally and politically binding promises that would go into force when a ceasefire starts, along with bilateral security agreements and within the boundaries of the law and the constitution.
The framework outlined five elements: participation in a proposed U.S.-led ceasefire monitoring and verification mechanism; continued long-term military assistance to Ukraine; plans for a multinational force to support deterrence and rebuilding Ukraine’s forces after a credible halt in hostilities; binding commitments to support Ukraine if Russia attacks again, including possible military, intelligence, logistical, diplomatic and sanctions steps; and deeper long-term defense cooperation, including training, joint production and intelligence cooperation.
The European Commission statement said the parties also decided to establish a U.S.-Ukraine-Coalition coordination cell at the Coalition’s operational headquarters in Paris.
