    Timor-Leste becomes ASEAN’s 11th member as Kuala Lumpur summit opens

    Kuala Lumpur summit confirms Timor-Leste’s full admission to ASEAN under the “Inclusivity and Sustainability” theme.

    Timor-Leste was formally admitted to the Association of Southeast Asian Nations after depositing its Instrument of Accession to the ASEAN Charter during leaders’ meetings in Kuala Lumpur on Sunday, Oct. 26, 2025, according to ASEAN

    The 47th ASEAN Summit and Related Summits are being held in Malaysia from Oct. 26–28 under the theme “Inclusivity and Sustainability,” according to ASEAN. The bloc opened proceedings in Kuala Lumpur with heads of government and ministers meeting across political-security, economic and socio-cultural tracks. 

    On the ministerial track, Malaysia’s foreign minister chaired the 30th ASEAN Political-Security Community (APSC) Council Meeting in Kuala Lumpur to take stock of progress under the APSC pillar and conclude the End-Term Review of the APSC Blueprint 2025, according to the Ministry of Foreign Affairs, Malaysia. The session gathered ASEAN foreign ministers and Timor-Leste to exchange views on transnational crime, cyber-enabled threats, maritime tensions and humanitarian crises—issues ministers said require a united, adaptive, rules-based regional order that serves ASEAN’s people, the ministry said. 

    ASEAN said Timor-Leste’s entry caps years of preparation and expands the bloc to 11 members, giving the country full participation across ASEAN bodies as the summit advances work under this year’s chair theme of inclusivity and sustainability.
