Minister of State for Foreign Affairs Sultan bin Saad Al-Muraikhi said during a Russia–GCC ministerial meeting in Sochi that Qatar has launched legal action against Israel for attacking its territory. He stated that Doha is “taking all necessary legal steps” and will cooperate with partners “to promote justice” and follow international law.

Al-Muraikhi’s comments came after Qatar sent letters to U.N. Secretary-General António Guterres and the current president of the Security Council criticizing the strike. European Council President Antonio Costa criticized Israel’s brutal military campaign in Gaza and renewed his call for an immediate ceasefire. The Council is set to meet later today after an emergency meeting was pushed back so that Prime Minister Sheikh Mohammed bin Abdulrahman Al Thani could attend.
Doha has said that the bombing was a violation of its sovereignty. Hamas reported that five of its members were killed while top commanders lived.
Diplomacy in the region sped up. Regional media say that Qatar will hold an emergency Arab-Islamic meeting next Sunday and Monday to talk about how to respond to the strike as a group.
Egypt’s Foreign Minister Badr Abdelatty came to Doha to show “full solidarity.” He met with Emir Sheikh Tamim bin Hamad Al-Thani and talked about what to do next.
The Cabinet of Qatar also set up a legal team, led by Minister of State Dr. Mohammed bin Abdulaziz Al Khulaifi, to take “all legal measures” against the attack. Al Khulaifi said the team had its first meeting and looked at all the options available under international law.
