Gov. Spanberger Demands Answers on Convicted Terror Offender in ODU Shooting

Virginia Gov. Abigail Spanberger called for a full FBI investigation into Thursday’s shooting at Old Dominion University.

In a post on X, Spanberger said that Virginians deserve answers about how a man convicted on terrorism charges and sent to federal prison was able to carry out the attack. She said a full FBI investigation is vitally important.

On Thursday morning, a gunman opened fire inside Constant Hall at Old Dominion University, injuring two people before dying. The shooting occurred shortly before 10:49 a.m. on the Norfolk campus, and the two injured people were taken to a local hospital. The university first alerted the campus at 10:48 a.m. about an active threat at Constant Hall and instructed people to follow run-hide-fight protocols. A later alert said the shooter had been neutralized.

Lt. Col. Brandon Shah was killed in Thursday’s shooting at Old Dominion University, according to officials.

In memory of Shah, Spanberger also ordered flags across the commonwealth to be lowered Friday.

In a separate post on X, Spanberger said Shah was killed in his classroom at ODU and described him as a devoted ROTC instructor who served his country and helped guide others toward that same path. She expressed her deep sadness at his death and thanked the students, first responders, and law enforcement officers who moved quickly during the attack.

Old Dominion University lists him as a professor of military science in the Army ROTC program and chair of the department. University information says he was a Virginia native who joined the Army in 2003. He was also an ODU graduate and later earned an MBA from the University of Georgia and a master’s degree from the University of Kansas.

The suspected gunman was identified as Mohamed Bailor Jalloh, 36, a former U.S. Army National Guard member from Virginia. Officials said he pleaded guilty in 2016 to attempting to provide material support to ISIS, was sentenced to 11 years in prison, and was released from federal custody in December 2024.

The investigation remains active, officials said, adding that federal authorities are continuing to investigate the circumstances of the shooting.
