Iran Calls Strikes “Armed Aggression,” Cites UN Charter, Says Retaliation Is a Legal Right

Iran says the strikes violated Article 2(4) and argues Article 51 permits a response, while urging urgent action by the U.N. Security Council.

Iran’s Ministry of Foreign Affairs said that the United States and Israel conducted airstrikes against Iran’s territory. According to Iran’s foreign ministry statement on Saturday, Feb. 28, 2026, the airstrikes were described as a criminal military aggression against Iran. Moreover, Iran’s armed forces vowed to retaliate against the attack.

The escalation came after the first strikes were launched by the U.S. and Israel, and Iran responded afterward with retaliatory missile and drone attacks.

According to Iran’s statement, which was published by its Ministry of Foreign Affairs, the airstrikes occurred when Iran and the United States were “in the midst of a diplomatic process.” Additionally, the statement indicated that the airstrikes occurred when Iran was celebrating the arrival of Nowruz and during the holy month of Ramadan. Moreover, the airstrikes targeted “a series of targets, defense infrastructures, and civilian sites” located in different Iranian cities.

According to Iran’s statement, the airstrikes violate Article 2(4) of the U.N. Charter. Additionally, Iran’s statement indicated that Iran’s retaliation against the airstrikes is considered a legal and legitimate right under Article 51 of the U.N. Charter.

Iran’s statement concluded by urging the U.N. Security Council to convene and take necessary actions “as soon as possible.” Moreover, Iran urged the U.N. secretary-general and Security Council to take necessary actions against the criminal military aggression against Iran’s territory.

Earlier, President Donald Trump announced that the United States had conducted major combat operations against Iran.
