Bondi Announces 3 Arrests in Cities Church Case; Frey Calls It a “Gross Abuse of Power”

Bondi announced three custody updates on X as Minneapolis’ mayor accused federal officials of selective enforcement.

Three people were arrested by federal agents in Minnesota on Thursday, the 22nd of January, 2026, for allegedly helping coordinate what Attorney General Pam Bondi referred to as the “coordinated attack” at the Cities Church in St. Paul.

Bondi stated on X that agents of Homeland Security Investigations and the FBI conducted the first arrest “just minutes ago” based on her command. According to her, the individual detained is Nekima Levy Armstrong. She said Armstrong “allegedly played a key role in the planning of the incident.”

The next update announced the arrest of the second suspect, Chauntyll Louisa Allen. Subsequently, through the third update, Bondi anmounced that William Kelly was also held in custody.

Bondi portrayed these arrests as a bigger effort by the federal government to fight threats to various religious institutions, stating that the government will not allow any threats to places of worship, churches, and pastors.

There are no official authorities’ documents published on the subject matter. Further documents are not available.

In response, Minneapolis Mayor Jacob Frey criticized these arrests and encouraged Armstrong’s release. Mayor Frey referred to this as selective federal action. In a post made on X, Mayor Frey wrote, “The federal government is playing a game of ‘pick and choose who we are going to investigate.’” We are not going to investigate the person who shot and killed one of our neighbors.
