Fairfax County Police Thursday released body-worn camera footage from a Sept. 23 pedestrian hit-and-run in Hybla Valley that resulted in the death of a 62-year-old woman, according to the Fairfax County Police Department Public Affairs Bureau.
The crash is the fatal shooting of Alexandria’s Trina Jones, who was struck first by a fleeing black Mercedes and then by a police cruiser that was responding at Richmond Highway and Belford Drive, the department said. Officer Jalin Phillips, a two-year veteran who works out of the Mount Vernon Police District, was the officer who struck Jones while responding to the scene, the department said. He has been put on restricted-duty status pending concurrent criminal and administrative investigations, FCPA reports.
Chief Kevin Davis authorized the release of the video within the 30-day window set by departmental guidelines. The video is going to be posted to the department’s YouTube channel; viewers will be prompted to verify age in compliance with platform policy, FCPA reports. Detectives said preliminary reports indicate Jones was crossing Richmond Highway when she was struck by a southbound 2016 black Mercedes C300 that failed to stop. Seconds later, Jones was struck by the oncoming marked cruiser, FCPD said.
Major Crimes Bureau and Crash Reconstruction Unit detectives are handling the investigation. The criminal investigation will be sent to the Office of the Commonwealth’s Attorney, and Internal Affairs will conduct an administrative review to verify policy compliance, FCPD said.
The detectives continue to look for the Mercedes driver and urge anyone with tips to call the Major Crimes Bureau or tip Crime Solvers anonymously. Further updates will be provided on FCPD media as the investigation continues.
