OSLO, Norway — Ukrainian President Volodymyr Zelenskyy said Tuesday that U.S. officials had reaffirmed the need for strong security guarantees for Ukraine, with proposals in a document to be shared with Russia.
Speaking to reporters in Oslo, Zelenskyy said the document contained several forms of guarantees. He expected feedback after the American side presented it to the Russians but did not disclose the terms.
In the remarks shared on Zelenskyy’s X account, he also described a positive phone conversation with Secretary of State Marco Rubio earlier in the day while traveling by train. Their discussion covered Starlink, ballistic missile interceptors and intelligence.
“We were very concrete and the conversation was positive,” Zelenskyy said.
He thanked Washington for early warnings of incoming Russian ballistic missiles, saying the system was now working and helped people know when missiles were approaching. His remarks did not specify whether all intelligence issues discussed with Rubio had been resolved.
Zelenskyy described the dialogue with the United States as constructive and thanked American officials for emphasizing that the security guarantees must be strong. His account did not establish a final agreement on those guarantees.
The two sides could speak again in about 48 hours, he said, leaving further discussions on the defense and intelligence issues pending.
