$3.7B Medicare Fraud Suspect Captured in Turkey, Returned to U.S.

A man accused of orchestrating a $3.7 billion Medicare fraud scheme has been apprehended in Turkey and returned to the United States, FBI Director Kash Patel announced Monday.

Ibrahim Khaldoon Hilmi faces charges alleging he ran one of the largest Medicare fraud schemes in American history. He had been a fugitive since May 2025, Patel said.

FBI Miami, the Justice Department and Turkish authorities jointly captured Hilmi abroad. Officials returned him to U.S. custody through what Patel described as a foreign transfer of custody.

Patel credited the arrest to a White House anti-fraud task force led by Vice President Vance. He also thanked Ambassador Tom Barrack, calling his contribution “invaluable” to the case.

“This case could not have been accomplished without his tireless work,” Patel wrote of Barrack.

Hilmi has not been convicted. All charges are allegations.
