Ursula von der Leyen, President of the European Commission, said that the European Union will provide emergency energy support to help Ukraine through the coming winter and is working on options for sustained financial assistance. In a post on Monday, she said she had a “good call” with President Volodymyr Zelenskyy and assured him “Ukraine will not face this winter alone.”
Von der Leyen said the Commission will adopt its annual Enlargement Package on Tuesday, adding it will “commend Ukraine’s remarkable commitment to its European path over the past year.” She said the Commission’s message is that Ukraine is “ready to move forward.”
The post makes clear the EU’s two-pronged approach for the winter: immediate help to stabilize Ukraine’s energy needs and a broader drive to speed up Kyiv’s accession process. Von der Leyen did not detail the scale or timing of the emergency energy support or the longer-term financial tools under consideration.
The Enlargement Package is the Commission’s yearly assessment of reform progress by candidate and potential candidate countries. In recent cycles, Ukraine’s status has hinged on judicial, anti-corruption and governance reforms; von der Leyen’s remarks suggest Brussels sees continued movement on those fronts.
Zelenskyy has pressed EU partners for both winter energy assistance and predictable financing as Ukraine heads into colder months and budget planning for 2026.
