A 58-year-old Virginia man was killed in Germantown, Maryland when a stolen Kia, drove by a 13-year-old boy, crashed into his car, police said on Wednesday.
William Vance Payne II was driving a 2007 Toyota Matrix traveling eastbound on Clopper Road at the time of the collision near Great Seneca Highway at about 5:25 a.m. He was declared dead at the scene.
Officers and Montgomery County Fire and Rescue personnel responded to a report of a serious collision and found both vehicles extensively damaged, according to the Montgomery County Department of Police.
A preliminary investigation found that the white 2015 Kia Optima was traveling north on Great Seneca Highway when it entered the intersection and struck Payne’s car.
Police said the Kia was reported stolen from Germantown several hours after the collision.
Seven juveniles between 12 and 15 years old occupied the Kia, including four girls and three boys.
The 13-year-old driver was hospitalized in critical but stable condition. The six passengers were taken to several area trauma centers.
The department’s Collision Reconstruction Unit is investigating. Police said the investigation could take several weeks or months.
The Montgomery County State’s Attorney’s Office will decide whether charges are filed after reviewing the evidence.
